When only the Black is left, the first score or foul ends the frame except when this causes the scores to be level. In this case the scores were not level afer the foul - frame is ended.

I think in this instance, if a legal shot is not possible, you can play a deliberate foul, and it is seen as trying to play a legal shot. So in the case you describe, I would have played into the blue, given 5 away for the foul, but unlike the case when...
