touching ball query

when in the scenario of a touching ball i understand that a shot has to be played away but does that mean that you can't move the offending ball ?

I played the blue ball but the white went in off do i still get the five points and award my aponent 5 for the foul? and do i have to re spot the blue?

If the game was not conceded then the frame is still open after potting pink so seven points would be awarded and re spot black. If the game was conceded and your aponent struck the cue ball it is classed as unsportmanship conduct and the foul is awarde...
